Abstract

The phenomenon of corruption extends across borders, continents, and countries, affecting all societies without sparing any. This phenomenon does not differentiate between developed and developing nations, as it is linked to human existence throughout history, wherever it may be. This research addresses financial and administrative corruption in its initial phase by exploring the different forms of corruption, their various meanings, and the characteristics that classify them. Additionally, the research examines the different causes that lead to corruption and prompted the Iraqi legislator to establish the Iraqi Integrity Commission. The research analyzes this commission in terms of its formation and the departments it comprises. After addressing the preventive and remedial functions of the commission, the research concludes with a series of suggestions and recommendations aimed at maintaining the commission's independence and keeping it away from politics to preserve its supervisory role alongside other regulatory bodies.
